The OCC

Monitor the Impact. Protect the Community.

Introduction

Urban Noise Management

The Project

In summer 2017, demolition was completed between the Spuiplein, Turfmarkt, and Schedeldoekshaven to make way for the OCC (Onderwijs- en cultuurcomplex) — a major new educational and cultural complex housing a 1,300-seat theatre, 1,500-seat concert hall, 600-seat ensemble hall, and 200-seat rehearsal hall, alongside the Residential Orchestra, Dutch dance theatre, and conservatory studios. Construction began in June 2017.

Architecturally striking and built to a high sustainability standard — tuning-fork columns, 4,000 m² of solar panels, ground-source heating and cooling — the OCC is a project that, at this scale and in this location, brings one obligation that cannot be left to chance: noise.

Our Partner

Jantril Monitoring Systems delivers top-class noise and air quality monitoring across the Netherlands and surrounding regions. Their experienced team manages full environmental monitoring on projects with significant community impact — including piling, sheet piling, construction and demolition.

For the OCC, Jantril Monitoring Systems partnered with Sonitus Systems — a Cognesense brand — to put defensible, real-time noise data at the heart of the build.

One partner. Every obligation. Legacy meets future.

Urban Noise Management

The Solution

Jantril’s client, bbci Frijwijk, needed to manage noise emissions across the long-term construction phase of the OCC — with full visibility for every stakeholder and a clear line of sight to legal limits.

To prevent complaints and to keep the build on schedule, acoustic emissions were made visible to every stakeholder and continuously compared against environmental limits using EM2030 automated sound level meters installed at key positions around the site perimeter. The monitors give the client a live impression of conditions on the ground, with real-time notifications the moment a legal limit is approached or exceeded.

The client on site does not need acoustic expertise — they only take action when a message arrives on their mobile device. Noise complaints can be examined against the full historical record, with audio clips available for further online analysis. This saves the site manager time, avoids delays, and keeps the team focused on construction work.

The Sonitus Cloud platform is designed to put the right information in front of the right people, exactly when they need it. The project manager controls who sees measured data through simple user-management tools — one trusted view, governed access, full audit trail.
